At the 1st Texas Medical Battalion of the RLA, we are dedicated to improving the situation of individuals in our community during disasters. Our mission focuses on providing essential services and support to those in need, fostering a spirit of hope and resilience. To our members, we provide a sense of belonging and develop a spirit of service. We believe that a military-oriented organization provides skills and experiences. These are invaluable to our military veterans as well as our civilian members.

At this time we are in need of used or new medium to heavy construction equipment, building materials, portable classrooms and others.
1970–2024
Born in Savannah, Georgia, Billy, whom the family called Glenn, was the son of the late Jimmy Black and the late Marjorie Deutsch. SFC Black grew up in Crowell, Texas. The family moved to Cisco, Texas where he graduated from Cisco High School in 1988; shortly thereafter, he enlisted in the United States Navy, where he served for a short time. After leaving the Navy, he went on to earn an associate degree with a specialization in automotive air conditioning repair. He also graduated from truck driving school; Billy’s first love was cooking, so he went to school and became a trained chef.
SFC Black joined the 1st Texas Medical Battalion of the RLA on 24 Mar 2021 as the Battalion/Brigade cook where he quickly earned the rank of Staff Sergeant. While at the 1st Texas Medical Battalion he earned rave reviews from the troops for his cooking and the great meals he prepared, earning an outstanding cook award. Rest Easy Brother!
1958-2025
Randy was born on August 21, 1958, in Ottumwa, Iowa, to Thomas Melvin and Ellen Ruth (Eaves) Richards. Randy was a proud Army veteran, traveling the world and serving from 1977 to 1992 before reaching the rank of Sergeant. After he retired from military service, worked at Cargill in Eddyville, IA for several years. Later, he dedicated himself to his work as a handyman, sharing his skills and helping others in his community. Randy joined the RLA in El Paso, Texas in the spirit of serving the communty. Rest Easy Brother!
